Based on the rational choice view of human behavior, the theory predicts that illicit behavior can be controlled by the threat of sanctions that are certain, severe, and swift. WebThis paper begins to fill the void by providing new evidence of the public’s knowledge of their state's statutory maximum penalties for marijuana possession, using a nationally representative sample of individuals 18 years and older. We have framed our analysis with respect to two literatures: drug decriminalization and deterrence theory.
